How personnel allocation affects performance: Evidence from Brazil's federal protected areas agency

Abstract Many government agencies operate with fewer personnel than they need to perform effectively. Yet little research has explored how might allocate their so as maximize performance the have. I address this gap through a study of Brazil's federal protected areas agency, which manages world's third largest system conservation areas. Based on 66 interviews and econometric analyses covering 322 administrative units, find that three moderators influence relationship between sub‐unit size performance: sub‐unit's jurisdiction, likelihood near‐term failure, strength ties local stakeholders. Personnel re‐allocation strategies informed by these factors may have reduced deforestation order 26% over agency's first decade. This contributes framework for analyzing efficacy allocation strategies, implications management one greatest natural assets.
